<p>In addition to impressive revenue growth, Enalasys has achieved significant growth milestones in 2009 such as:</p>

<li>Qualified contractors in the Enalasys network totaled 200</li>
<li>Certified technicians performing energy efficiency jobs within the Enalasys network totaled approximately 800</li>
<li>Enalasys technicians completed 31,612 energy efficiency tests</li>

Additionally, they had to be U.S.-based, privately held, for profit, and independent &#8211; not subsidiaries or divisions of other companies &#8211; as of December 31, 2009. (Since then, a number of companies on the list have gone public or been acquired.)</p>

<h2>Retrofit Ramp Up&#8230;</h2>
<p>Yesterday, Vice-President Biden announced the kick off of a five day schedule focused on the 40th anniversary of Earth Day.  The highlight was the announcement of the selection of 25 communities for up to $452 million in Recovery Act funding to “ramp-up” energy efficiency building retrofits.  Under the Department of Energy’s Retrofit Ramp-Up initiative, communities, governments, private sector companies and non-profit organizations will work together on pioneering and innovative programs for concentrated and broad-based retrofits of neighborhoods and towns – and eventually entire states.  These partnerships will support large-scale retrofits and make energy efficiency accessible to hundreds of thousands of homeowners and businesses.  The models created through this program are expected to save households and businesses about a $100 million annually in utility bills, while leveraging private sector resources, to create what funding recipients estimate at about 30,000 jobs across the country during the next three years.</p>
<p>The Retrofit Ramp-Up projects, which are part of the overall $80 billion Recovery Act investment in clean energy and energy efficiency, complement the Obama Administration’s ‘Recovery through Retrofit’ initiative, which lays the groundwork for a self-sustaining and robust home energy efficiency industry.  The awards are the competitive portion of DOE’s Energy Efficiency and Conservation Block Grant (EECBG) Program, which was funded for the first time under the Recovery Act to help state, local, and tribal communities make strategic investments in improving energy efficiency, reduce energy use and fossil fuel emissions.</p>
<p><strong>Retrofit By the Numbers</strong></p>
<p>Residential and commercial buildings consume <strong>40 percent</strong> of the energy and represent <strong>40 percent</strong> of the carbon emissions in the United States.  Building efficiency represents one of the easiest, most immediate and most cost effective ways to reduce carbon emissions and save money on energy bills while creating new jobs:</p>
<p>Existing techniques and technologies in energy efficiency retrofitting can reduce energy use by <strong>up to 40 percent</strong> per home and lower total associated greenhouse gas emissions by <strong>up to 160 million</strong> metric tons annually.</p>
<p>Residential and commercial retrofits also have the potential to cut energy bills by <strong>$40 billion</strong> annually.</p>

			<content:encoded><![CDATA[<p>Today (Wednesday, April 7th, 2010) at the California Energy Commission’s Business Meeting, the California Building Performance Contractor&#8217;s Association (CBPCA) was re-certified by a (unanimous) vote as a Home Energy Rating System (HERS) provider. CBPCA HERS Raters conduct field verification and diagnostic testing on alterations to demonstrate compliance with the 2008 Building Energy Efficiency Standards with Enalasys as a Third-Party Quality Control Program Verification Service Provider.</p>
<p>Randel Riedel, a CBPCA board member said:</p>
<blockquote><p>&#8220;We are pleased that our efforts to design and implement new software and a HERS Registry that will enable HERS Raters with a quick and easy way to record their ratings. Additionally they will also be able to promote themselves by listing their training, skills and experience to prospective clients through their own dedicated webpage.</p>
<p>We are also delighted that the Enalasys Third Party Quality Control Program can restart where it left off as one of the most cost effective programs for contractors and home owners. This program will continue to develop cutting edge energy saving technologies for the benefit of their customers, as well as to the State of California. They also are committed to continuing improvement of the quality assurance of the work performed by their trained and qualified heating and air conditioning contractors performing energy efficiency improvements for home owners throughout California.</p>
<p>We can now resume our leadership role in serving the certification and training needs of HERS Raters throughout California.&#8221;</p></blockquote>
<h2>What does this year&#8217;s approval mean?</h2>
<ol>
<li>Permits can once again be closed by submitting only your compliance form CF6R to Building Departments that have chosen to accommodate the CEC “may accept and close” language.</li>
<li>1/30 Sampling can once again be accommodated with appropriate compliance forms by HERS Raters and Third Party Approved Contractors.</li>
</ol>
<h2>What is new in the 2008 Energy Codes relative to Title 24 Requirements for HVAC?</h2>
<ol>
<li>Air Flow, Refrigerant Charge, &amp; Duct Test &amp; Seal are now MANDATORY!</li>
<li>Simultaneous Fan Watt Draw and Airflow measurements are now required for alterations or new add-ons/cut-ins.</li>
</ol>

<p>Enalasys is pleased to announce the addition of Tom Morrison as Vice President of New Products and Services.  Tom comes to Enalasys with 30 plus years of industry experience, most recently with PG&amp;E.  He has held a variety of positions in the areas of Customer Efficiency, Customer Service and Purchasing.</p>
<p>He started with PG&amp;E in the purchasing department and developed and implemented a process for consolidating the number of contracts PG&amp;E used for managing the repairs of their fleet vehicles and renegotiated contract prices that reduced overhead costs. While in customer service he managed PG&amp;E’s customer satisfaction program for the East Bay area and supervised a team of residential and multi family home energy auditors. He designed quality control, quality assurance policies and field inspection processes for single family, multifamily and small business programs. Tom managed the Residential Contractor Program (RCP), and developed and implemented the current midstream HVAC programs for Duct Test and Seal (DTS) and Refrigerant Charge and Air Flow (RCA). He also supervised and managed the single family downstream rebate and midstream HVAC, water heater and appliance recycling incentive programs.  Most recently he worked on the design and implementation strategy for the Whole House Prescriptive and performance programs expected to launch in the second quarter of 2010.</p>

<p>Also new to the team is the addition of Jacquelyn Smith as Senior Director of Marketing. Jacquelyn brings over 15 years of experience in marketing and communications.  In her former position with Pacific Gas and Electric, Jacquelyn managed the Energy Efficiency outreach communications plan for internal and external events, developed marketing material for various events and programs, and negotiated contracts with vendors. She formulated marketing outreach strategies and managed senior leadership engagements to promote energy efficiency programs and services.</p>
<p>She previously worked with Littler Mendelson, P.C. as Marketing Manager overseeing the marketing of firm services nationally.  She managed monthly partner meetings, events and the annual national partner conference. Prior to Littler, she was the Event Marketing Manager at the College of Engineering at UC Berkeley and reported directly to the dean. Ms. Smith managed all college events and programs—working closely with the dean in the overall marketing of the college. Smith also was the Manager for the Evening/Weekend and Berkeley-Columbia MBA program at the Haas School of Business at UC Berkeley before she moved to the College of Engineering. She managed the marketing of MBA programs to potential applicants, the on-line application process and managed the admissions staff.  Lastly, working at KPMG, LLP in San Francisco, she was the Western Regional Marketing Manager working closely with partners in promoting services and programs regionally and nationally.</p>
<p>Jacquelyn will be responsible for managing the marketing efforts of the company and promoting the company’s programs and services in various capacities. Smith received her Bachelor of Science degree in Sociology from UC Berkeley and Master of Science degree in Psychology from Cal State East Bay. •</p>

<div id="_mcePaste">The National SAVE Energy Coalition, in conjunction with BPI, RESNET, and Efficiency First, is launching a targeted campaign to generate at least 500 calls (or emails) to Senate offices through Friday. Over the next three days, the attention of both Senate and House will be firmly devoted to Home Star, as each chamber has a hearing to discuss the proposal (see #2 for more). Therefore, now is a decisive time to contact your Senators and your comments will be especially welcomed. It is really unclear how fast the bill will move after these hearings, so I encourage you to make contact as soon as possible. With the first jobs bill now passed by both Senate and House, more jobs creating legislation (i.e. Home Star) has a bright future. Thanks to the hundreds who have already called/emailed before. I encourage you to call again. You’ll deepen your connection to the office and show you are a valuable, committed, and active constituent.</div>
<p><strong>Background on the HOMESTAR program</strong></p>
<div id="_mcePaste">With unemployment in the construction sector near 25% and with substantial underutilized capacity in our manufacturing sector, the HOMESTAR program has the potential to jumpstart our economic recovery by boosting demand for energy efficiency products and installation services. For middle-class families, this program will help them save hundreds of dollars a year in energy costs while improving the comfort and value of their most important investment – their homes. In addition, the program would help reduce our economy’s dependence on oil and support the development of an energy efficiency services sector in our economy. Key components of the HOMESTAR Program include:</div>
<p id="_mcePaste"><strong><em>Rebates delivered directly to consumers: </em></strong>Like the Cash for Clunkers program, consumers would be eligible for direct HOMESTAR rebates at the point of sale for a variety of energy-saving investments in their homes. A broad array of vendors, from small independent building material dealers, large national home improvement chains, energy efficiency installation professionals and utility energy efficiency programs (including rural utilities) would market the rebates, provide them directly to consumers and then be reimbursed by the federal government.</p>
<p><strong><em>$1,000 &#8211; $1,500 Silver Star Rebates:</em></strong><em> </em>Consumers looking to have simple upgrades performed in their homes would be eligible for 50% rebates up to $1,000 &#8211; $1,500 for doing any of a straightforward set of upgrades, including: insulation, duct sealing, water heaters, HVAC units, windows, roofing and doors. Under Silver Star, consumers can chose a combination of upgrades for rebates up to a maximum of $3,000 per home. Rebates would be limited to the most energy-efficient categories of upgrades—focusing on products made primarily in the United States and installed by certified contractors.</p>
<p><strong><em>$3000 Gold Star Rebates:</em></strong> Consumers interested in more comprehensive energy retrofits would be eligible for a $3,000 rebate for a whole home energy audit and subsequent retrofit tailored to achieve a 20% energy savings in their homes. Consumers could receive additional rebate amounts for energy savings in excess of 20%. Gold Star would build on existing whole home retrofit programs, like EPA’s successful Home Performance with Energy Star program.</p>
<p><strong><em>Oversight to Ensure Quality Installations:</em></strong> The program would require that contractors be certified to perform efficiency installations. Independent quality assurance providers would conduct field audits after work is completed to ensure proper installation so consumers receive energy savings from their upgrades. States would oversee the implementation of quality assurance to ensure that the program was moving the industry toward more robust standards and comprehensive energy retrofit practices.</p>
<div id="_mcePaste"><strong><em>Support for financing: </em></strong>The program would include support to State and local governments to provide financing options for consumers seeking to make efficiency investments in their homes. This will help ensure that consumers can afford to make these investments.</div>

<p>Enalasys is pleased to announce the addition of Scott Clay as Director of Northern California Field Operations.  Scott comes to Enalasys with 35 years of industry experience, most recently with PG&amp;E.  He has held a variety of positions in the areas of Steam and Nuclear Generation, Environmental Services and Customer Energy Efficiency.</p>
<p>During his time with the Pittsburg Power Plant, he developed and implemented the Chemical Management and Hazardous Materials Management Plans, as well as the Chemistry and Environmental Laboratory Quality Assurance Plan. While working for the Diablo Canyon Power Plant (DCPP), Scott worked closely with the Electric Power Research Institute (EPRI) and other nuclear utilities worldwide to develop improved chemistry monitoring equipment and treatment strategies.</p>
<p>Scott’s 30 year tenure with PG&amp;E included various positions. While working in the Environmental Department his role focused on hazardous waste reduction where he developed the PG&amp;E Hazardous Waste Reduction Plan. Most recently Scott worked in Customer Energy Efficiency.  He managed the Residential Contractor Program (RCP), developed the Pool Pump and Motor Rebate Program and managed the midstream HVAC programs for Duct Test and Seal (DTS) and Refrigerant Charge and Air Flow (RCA).</p>
<p>In his new role as Director of Northern California Field Operations, Scott will be focusing solely on the Northern California service area. He is responsible for the operations, training and auditing of all HVAC contractor programs. In addition, Scott will work closely with utilities in providing reports on Enalasys programs and successes.  Scott can be reached via email at sclay@enalasys.com or at 925-681-9050.</p>

Enalasys also placed third among the top 100 energy companies listed in the Inc. 500 rankings.  The company&#8217;s 2005 and 2008 sales were $889,915 and $25.9 million, respectively, with total revenue growth during that three-year period of 2,813%.</p>
<p>To arrive at its 2009 list of the nation’s 500 fastest-growing private companies, the Inc. 500 measured revenue growth from 2005 through 2008.</p>
<p>In addition to impressive revenue growth, Enalasys has achieved several other significant growth milestones from 2005 through 2008:</p>
<p>• Qualified contractors in the Enalasys network increased from 30 to 365</p>
<p>• Certified technicians performing energy efficiency jobs within the Enalasys network increased from 145 to 1,991</p>
<p>• Enalasys technicians completed 12,100 energy efficiency tests in 2005 and completed 219,766 tests in 2008</p>
<p>• Enalasys saw its employee headcount increase from 4 in 2005 to 47 in 2008</p>
<p>• In 2008, Enalasys’ energy efficiency work provided 100,000 KW and 179,000,000 kWh of measured, verified energy savings.</p>

<p><strong>Methodology</strong><br />
The 2009 Inc. 500 measures revenue growth from 2005 through 2008. To qualify, companies must have been founded and generating revenue by the first week of 2005, and therefore able to show four full calendar years of sales. Additionally, they had to be U.S.-based, privately held, for profit, and independent—not subsidiaries or divisions of other companies—as of December 31, 2008. (Since then, a number of companies on the list have gone public or been acquired.) The minimum revenue required for 2005 is $200,000; the minimum for 2008 is $2 million.</p>
